Resolution

This problem is caused by one of the volumes/partitions being encrypted.  Follow the steps below to disable encryption:

1. Boot in to Windows OS and follow the procedure provided here: http://windows.microsoft.com/en-in/windows-8/bitlocker-drive-encryption
specifically in section "To turn off or temporarily suspend BitLocker".  Doing so It will take some time for decryption. Once done reboot machine.

2. From the Windows command prompt run the command:

chkdsk /F

... then reboot the machine, so that chkdsk can execute the disk scan during Windows boot up.

3. Add the kernel parameter "reboot=efi" in both ..tftp/efi/x86_64/z_auto.cfg & z_maint.cfg.  With this kernel parameter, the 'reboot' command (in the imaging engine) will work just fine.

4. Proceed imaging the Microsoft Surface 3 Pro device using PXE boot.
