11.4.2 system update may fail to run on Windows primary server due to preglobal actions failing to run

On Windows primary in some rare cases preglobal actions may not launch and the system update will not complete.  Unfortunately no error is seen in the logs and the only symptom is that taskmgr does not show the preglobal process running.  The failure does not leave the device in a bad state.

Note:  The root cause of this bug could not be fixed in the 11.4.2 system update itself, as root cause is the prior version of system update.  Most users will not see this issue.
