Unable to uninstall Client for Open Enterprise Server after upgrading Windows 10

Environment

Client for Open Enterprise Server 2 SP4
Windows 10

Situation

After updating Windows 10 (e.g. from November 2015 Build 1511 to July 2016 Build 1607), the Client for Open Enterprise Server cannot be uninstalled/removed. The uninstall process simply exits without doing anything.

Resolution

Workaround:

First, reinstall the Client for Open Enterprise Server, then uninstall.

Cause

After the Windows update, Windows no longer considers the Client for OES network component to be installed.  This can be seen and confirmed by viewing the the network adapter properties. Even though the Client for OES software is still installed, Windows considers that the software is no longer bound to any network interface.

The Novell Client uninstall it dependent on being able to remove the Client for OES network component from the network interfaces. So the fact the Client for OES was "removed" from the network interfaces without our knowledge now prevents the Client uninstall from working.
