Apache Gateway Health is yellow after server reboot because Access gateway services failed to start correctly

Environment

NetIQ Access Manager 4.2

Situation

Access Manager setup and working well ie. users can access protected resources behind the Access Gateway (AG) after having successfully authenticated to the Identity Server. Randomly, when the AG is restarted the health for that AG appears yellow instead of green, and a message showing that the Access Gateway did not start correctly.

Resolution

Upgrade to NAM 4.3.
 
The problem happens due to a timing issue between Apache and the ActiveMQ services. The Activemq and Apache services were starting at the same time as they were in the same runlevel of execution. Due to timing issues Activemq service (which has to be started before Apache) was not fully initialised when Apache started  and this was causing the problem in certain systems.
 
To workaround the issue, we changed the startup scripts to give Apache to a higher runlevel than Activemq.
