Associate and Dissociate options are missing from PO & Domain defined administrators

After designating a PO Administrator and/or a Domain Administrator and then logging into the Admin Console as that Administrator, the option to associate/dissociate is missing from the More button for all users under that PO/Domain.

This is working as designed. Because of security concerns related to the ability to associate/dissociate user accounts, this was intentionally designed to be restricted to a system level administrator.
