Situation
Venezuela changes its timezone from GMT -4 to GMT -4.5 on December 9th, 2007.
Resolution
To make this change:
Sun recommends utilizing the latest Sun Java SE JDK/JRE update release as the preferred vehicle for delivering both timezone data updates and other product improvements such as security fixes.

If you are unable upgrade to the latest Sun Java SE JDK/JRE. Sun does provide a "tzupdater" tool to allow the updating of installed JDK/JRE images with more recent timezone data in order to accommodate the Venezuela time change (GMT -4 to GMT -4.5.)

The GMT offset value for Venezuela is changing at 3am on December 9th,
2007. This change is included in Olson timezone data version tzdata2007j.
If your applications depend on the Venezuelan timezone, you should contact
your local Sun Technical Support Center
