Situation
When the Terminal services login takes place windows paints the blue background, nothing else displays on the screen.
Enter the task manager by typing Ctrl+ Alt+ End. The processes tab will not show explorer loaded.
Resolution
This issue has been reported to engineering
Workaround:
1. At the blank screen enter the task manager by typing Ctrl+ Alt+ End.
2. Start explorer.exe by clicking on File | New Task | type explorer.exe
The desktop will load and the session will appears to load properly.
