Situation
The group policy appears successfully applied according to the status under the Z-icon
However the group policy is in fact not applied, for example the browser home page is defined in the group policy but upon starting the browser it does not show the defined GPO browser home page.

Cause
The GPO user settings got cleared during the device startup realm and they were never applied again.
At device start up both the user settings and device settings are cleared but only the device settings are reapplied again.
Since there was no user realm call following the device start up call the user settings were never re-applied.
