After installing ZfD 3.2 in an existing ZfD setup, the Service Manager does not work

Explanation:  Before the SP1 inventory roll-out was complete on all servers, there were modifications to the existing inventory deployment or changes in the setup such as a change of role for the server or installation of a database on the server.

Action:  Before making any changes in the Inventory setup, ensure that inventory roll-out is complete on all servers.
